Billing data access for PCE customers is managed entirely through Southern California Edison's systems since SCE provides all billing services. Customers see a single SCE bill that includes both SCE delivery charges and PCE generation charges. Third parties access billing data through SCE's CISR program or Green Button Connect.

Interval Data & Smart Meters

All PCE customers are served by SCE's Advanced Metering Infrastructure. Interval data at 15-minute granularity (commercial GS-3/PA-3 and above) is available via SCE My Account downloads, SCE EnergyManager for large business customers, Green Button Connect for registered third parties, and CISR-DRP requests.

Third-Party API Access

PCE has no API of its own — SCE is the data custodian. Third parties register with SCE's Green Button program, implement OAuth 2.0 against SCE's ESPI endpoints, and pull usage, billing, and meter data in ESPI XML once a customer authorizes access. CISR Form 14-796 is the form-based alternative for consultants and demand response providers.

EDI (Electronic Data Interchange)

EDI is not a practical data access method for PCE customers. PCE customers are CCA customers, not Direct Access customers — SCE's EDI program (814, 810, 820, 867 via ANSI X12) applies only to Direct Access / ESP relationships. CCA customers should use Green Button/ESPI or CISR instead.

Building owners can grant permission in SCE My Account to automatically upload monthly billing and usage data to ENERGY STAR Portfolio Manager for benchmarking, and share that data with third parties through Portfolio Manager.

Limitations & Considerations

  • PCE operates no customer portal or billing system of its own — all data access runs through SCE.
  • Residential customers may only see daily or hourly granularity; 15-minute intervals require commercial rate schedules GS-3/PA-3 or above.
  • EDI is not available to CCA customers — only to SCE Direct Access customers.
  • CISR requests carry fees: $9.00 base per form plus $7.00-$35.00 per service account (effective October 1, 2025).
  • PCE has no formal aggregator program; aggregators access data through SCE Green Button registration or CISR.
